Step 1

Part (a): P = log_a Q is a logarithm with base a. For any logarithm log_a Q to be defined, the base a must be positive and cannot be equal to 1.

Why this step

A base of 1 gives 1 for every power, so it can't pick out Q. Don't forget a ≠ 1 alongside a > 0; it's often missed.
