Step 1

Multiply the powers in the numerator by adding indices: 7²ⁿ × 7ᵐ = 7²n + m).

Why this step

7²ⁿ is 2n sevens multiplied and 7ᵐ is m sevens, so together we have 2n + m sevens. That's why indices add, not multiply.
